Grants to New Jersey nonprofit organizations in eligible counties for equipment purchases and training to enhance organizational security. Funding is intended to support organizations that are at high risk of experiencing terrorist attacks. Purchases must be used for property that is owned or leased by the nonprofit organization.

Equipment is limited to select items contained within categories 14 and 15 on FEMA's Authorized Equipment List; they include CCTV, card access readers, blast film, lighting, fencing, and bollards. Further, applicants may pursue investments in the areas of training, exercise, and planning that grow preparedness measures. This program also allows the hiring of security personnel with certain restrictions/requirements.

This federal program consists of two (2) grant funding opportunities based upon the applicant’s geographic location as described below:

  • NSGP-UA:  This program is limited to nonprofit organizations located within designated areas of New Jersey (Bergen, Essex, Hudson, Hunterdon, Middlesex, Morris, Monmouth, Ocean, Passaic, Somerset, Sussex and Union Counties). 
  • NSGP-S:  This program is limited to nonprofit organizations located within designated areas of New Jersey (Atlantic, Burlington, Camden, Cape May, Cumberland, Gloucester, Mercer, Salem and Warren Counties).

Additional Eligibility Criteria:

The Nonprofit Security Grant Program (NSGP) provides funding to organizations, as described under section 501(c)(3) of the Internal Revenue Code of 1986, at high risk of terrorist attacks and located within designated areas of New Jersey.

Pre-Application Information:

The application period for the Department of Homeland Security (DHS) Nonprofit Security Grant Program (NSGP) will open on Thursday, March 4, 2021 and close on Sunday, April 11, 2021 at 11:59 pm.

Whether you are applying for the NSGP-UA or NSGP-S, each will require the following:

- Investment Justification which serves as your application
- Vulnerability Risk Assessment (VRA)
- IRS 501(c)(3) Letter

Nonprofit organizations are encouraged to have a VRA completed by either a local/county/state law enforcement agency or certified security firm. NJOHSP will also accept either the FEMA Cybersecurity and Infrastructure Security Agency Security Self-Assessment or OHSP Facility Self-Assessment Tool (links below).
