Grants to New Jersey nonprofit and for-profit entities serving eligible locations to benefit young residents with special emotional and social needs. Funding is intended for services that benefit youth and children who are at risk of being taken out of their homes. Services should be community-based, child and family-centered, strength-based, and culturally competent. The goal of the grant program is to enable children and adolescents to remain at home, in school, and out of trouble. Eligible applicants serve the residents of Morris County.

The County of Morris is committed to supporting agencies that offer client-centered, trauma-informed, recovery-oriented care in a stigma-free environment. Target populations are children and youth with special social/emotional needs who are at risk of out-of-home placement.

Services the County is seeking, based on identified priorities in planning documents, provider reports, and community forums: 

  • Outreach Services for youth and their families who are at risk for abuse and neglect. Services include in-home visits, advocacy, crisis intervention, and transportation.
  • Counseling for youth and their families. Services must be provided in the Morris County community to assist in addressing sexually acting out behaviors, in-home conflicts, anger management, peer relations, substance abuse, mental illness, and life skills. Services may include home treatment, transportation, dual diagnosis programs, age-appropriate groups, parenting education and skill-building, individual and family counseling, and use of evidence-based practices and trauma-informed care as well as telehealth services.
  • After-school programs for youth that provide opportunities in areas of interest and that are supervised and structured. Priority will be given to programs that offer services to youth who have special or behavioral health needs. Middle school age (12-14) in most need.
  • Case Management for youth who need assistance with the development of job skills and placement, support groups, counseling, life skills, pre-vocational assistance, and transportation.
  • Mentors/Volunteers for youth who are accessible and available for frequent, regular contact with young people over a sustained period of time.
  • Employment Opportunities for youth. Services include training in life and job skills in order to secure and maintain employment with proper support.
  • Bilingual (Spanish) evaluations and treatment services
  • Any of the above provided as telehealth.

Subgrant Term: January 1, 2023 – December 31, 2023

The County of Morris reserves the right to renew Subgrant agreements for the period of January 1, 2024, through December 31, 2024, based upon the annual program review and the availability of funding.

Additional Eligibility Criteria:

Applicants must provide Stockholder Disclosure Certification OR written verification of for-profit or not-for-profit entity. Eligible applicants include:
- Partnership
- Corporation
- Sole Proprietorship
- Limited Partnership
- Limited Liability Partnership
- Limited Liability Corporation
- Subchapter S Corporation
- Nonprofit

Applicants must meet the following criteria:
- Services must be designed for youth aged (0-24).
- Services must support the coordinated system of care for youth (0-24)
- Services must aim to prevent youth (0-24) from becoming involved with the Family Court.

Pre-Application Information:

Applications are due by 2:00 p.m. Monday, June 27, 2022. Applications must be received by 2:00 p.m. on the due date. No exceptions.
